France's third most populated region, with over 5 million inhabitants, Provence-Alpes-Côte d'Azur contributes 7% of the country's economic wealth. The Provence-Alpes-Côte d'Azur Region (Conseil régional) is a local authority created by the 1982 decentralisation law. It has a wide range of responsibilities. In the field of regional planning, the Region draws up a regional plan for planning, sustainable development and territorial equality (SRADDET), as well as a regional plan for economic development, innovation and internationalisation (SRDEII), which defines the guidelines for business support, support for internationalisation and the attractiveness of the region. The law has also given the Regions responsibility for managing regional passenger transport, particularly rail transport, as well as non-urban transport services, and for the construction, maintenance and operation of lycées (upper secondary schools). Lastly, as lead partner for biodiversity, the Region is responsible for drawing up a regional biodiversity strategy, supporting the Regional Nature Parks and Regional Nature Reserves, and in this capacity supporting the implementation of SFNs in the projects the Région finances. Since 2016, the Region has been implementing a climate plan, "Une Cop d'avance", with the aim of achieving a 100% green budget by 2023 The Region is currently involved as a partner in the first European Project for the HORIZON 2022 Programme: ‘Climate adaptation and resilience Demonstrated in the MEDiterranean Region – GARDIMED”, HORIZON 2022, and another projet DESIRMED HORIZON 2022
